What are the approximate costs to grade, clear and survey a lot which I would like to build a house on? Are these steps always always needed when building a home? Are they required by law?

FYI, the lot is approx 60x150 ft, in southern Ontario, Canada. The lot looks fairly level already and there are no trees.
