The sprinkler heads in my new garden irrigation system drip instead of spray?

If it's true you don't have enough water for you system, you need to divide it into zones. Most/all sprinkler controllers allow you to have several zones.

I set up a new 1/4" irrigation line that runs 2 gardens, each 200ft of line. The system has adjustable sprinkler heads every 12". A garden hose runs from the hose about 35 ft to the garden, through a back flow preventer and a digital timer. After the digital timer I have a t-fitting that splits to each garden. Each garden uses 200ft of 1/4" line, 400 total.

The lines seem like once all the sprinklers are open there isn't enough pressure to run them all. They just slowly drip instead of spray. Is there a way to remedy this without having to redo the whole system?
