How can I cover cinder block walls in the basement bathroom without drywall?

If you do this on the cheap side, you will be sorry.

You MUST Damp Proof the cinder block wall.

If you are located in a colder climate where the winter temperatures drop below freezing and the cinder block wall is an outside wall exposed to the weather, it should be insulated properly.

Proper insulation of an outside wall:

Outside wall (cinder block)

1 inch airspace

Air/moisture barrier (Moisture barrier is NOT a vapour barrier; it allows moisture to permeate out through the barrier)

Insulation (R value depends upon where you are located). If you use rigid foamboard, no stud wall is required. If you use fiberglass/rockwool bats, you require a stud wall which should be place on a 2 inch high concrete base to keep the wood off the floor. A moisture barrier should be place between the baseplate and the bottom plate.

Vapour barrier

Wall finish

NOTE: Save up until you can do the job right or you will likely end up with moisture problems and possibly mold.

There are peel and stick wall paper products on the market which are paintable and able to remove with ease....used mainly for school dorms. Might be the easiest and cheapest option without going into constructing insulated walls, etc..

Peel and stick, paintable wall paper....check local paint supply stores or buy online...

water proof paint. tiles. plastic panels. moisture barrier is good idea . the metal diamond chequer plate is common in many ares these days. we can also use coloured plastic sheet such as acrylics. chrome edging etc.

check out bath rooms online for ideas.

I would prime & paint the cinder block, I think white enamel on blocks can look cool/industial

You'll need to put up a moisture barrier and insulation first. Then you can apply dry wall.

paneling, either wood variety or sheets of vinyl.. easier just to paint the blocks.. oh and have seen metal diamond plate used in commercial bathrooms..
