I think you are deluding yourself about being able to install a plumbing connection for a washer. Actually the electrical hookup would be simpler but even that is not only beyond your capability but more costly than you realize. It would also require a building permit and to be inspected by the local authority. As others have pointed out -- the landlord would never go for it anyway unless it was possible to flip the connections to the other side of whatever wall they are in to use the piping and wiring already there.

Just be happy you have a laundry in your apartment to begin with -- I never did in all my years of being a poor student. Have you roomie hang a curtain across the laundry area if it is objectionable to look at and arrange a schedule during which you can do the wash without inconveniencing him or her.

If you don't know what you are doing, this can be very dangerous. Not knowing where you are, there may also be local building codes that may be applicable.

If you have to ask the question, you aren't qualified to do this.

for this install you need the plumbing both fresh and waste.. also ventilation for the dryer and electrical. do you REALLY want to spend the 500-1K bucks in supplies to do this??

I seriously doubt the apartment owner will allow you to do this. Most apartments have one w/d hook-up per unit.

My apartment is equipped with a space for a Washer and Dryer however Its in my room-mates bed room. We want to put one somewhere else in the unit. As far as what I've read online its possible for us to do the plumbing our selves but would amateurs be able to do the electrical work? We're poor college students, I'm not about paying a plumber. If it's possible, then, how? links showing electrical washer and dryer installation anyone?
