Covering old nasty wood floors w/ plywood?

if it is soaked into the laminate (particleboard) it has to come out. i would kilz the sub floor and use shiny floor enamel paint

I desperately need help with trying to eliminate the horrible cat smell in my home. I bought the house as a foreclosure recently and the smell was not noticeable when I purchased it. However, fast forward a year and the smell is everywhere and I can't stand to be in my own house. I later found out they had 15 cats roaming in the house after they were evicted! Since I can't afford to replace the subfloor since it would cost well into the thousands, can I rip out the laminate in my house, seal with kilz, and lay plywood over it? Please I'm desperate for answers!
